基于边界组织视角的社区韧性重塑——基于天津市新冠肺炎防控时期的实证研究

Reconstruction of Community Resilience from the Perspective of Boundary Organization——Take the Practice of COVID-19 Prevention and Control in a Community of Tianjin as an Example

面对2020年突如其来的新冠肺炎,城市社区成为了这次疫情中最基本的防控单元,不同社区呈现出不同韧性重塑路径。作为一种对组织模式创新的边界组织在这次城市社区疫情防控中发挥了重要作用。本文以天津市B和J社区疫情防控实践为例,从党的领导、组织对社区的高度嵌入性、组织灵活性和自主性、组织与基层政府和社区居民的关系等4个方面,分析边界组织在缓解新冠肺炎对社区韧性冲击以及社区韧性重塑中的作用机制。两个社区在疫情防控中的不同实践表明:边界组织在有效缓解疫情对社区韧性冲击的同时,还进一步提升了社区组织韧性和社会韧性并拓展了社会资本,从而正向重塑了社区韧性。最后,针对边界组织的不足,本文提出相关政策建议。

Facing the sudden attack of COVID-2019,urban communities have become the most basic prevention and control unit.Different communities show different resilience and reconstructing methods.As an innovative organization model,boundary organization has played an important role in the prevention and control of the epidemic in urban communities.Based on the epidemic prevention and control practice of Community B and Community J in Tianjin as examples,from the four perspectives of the leadership of CCP,high embeddedness of boundary organization to community,the organizational flexibility and autonomy,the relationship among boundary organization,basic-level government and community residents,analyzes the mechanism of boundary organization that alleviates the impact of COVID-2019 on community resilience and the reconstruction of resilient communities.The different practices of the two communities in epidemic prevention and control show that the boundary organization not only effectively alleviates the impact of the epidemic on community resilience,but also further improves the organizational resilience and social resilience and expands social capital of Community B,thus positively reshaping community resilience.Finally,in view of the deficiency of boundary organization,the paper puts forward relevant policy suggestions.
