社会治理视角下重大突发事件应急话语体系建构

Construction of Emergency Discourse System against Emergency of International Concern(EIC)from Social Governance Perspective

从社会治理视角的风险管理、应急管理和危机管理形态,聚焦中国现代应急处突管理理念优势、体制优势、法制优势、舆情监控和方法创新。分析国家应急话语失误典型案例,提出国家话语能力提升的路径,包括将国家话语能力提升纳入国家战略、开展国家话语案例批评分析和跨国对比研究、提升国家语言能力、用文化和谐论化解国家话语生态危机。结合后疫情时代话语特征,从加强应急语言服务建设和应急语言治理方面,建构应急话语体系,提升应急话语能力。

The theoretical and systematic and legislative advantages and public-opinionmonitoring and methodological innovation of modern Chinese emergency management system have been focused from the perspective of risk management,emergency management and crisis management in social governance.Following a case study of a typical mistake in Chinese emergency discourse,the approaches to enhancing Chinese discourse competence have been proposed,ranging from regarding Chinese discourse competence as national strategy,conducting critical and contrastive study of national discourse,improving national language capacity,to replacing national language endangerment with culture harmony theory.With the characteristics of post-pandemic discourse taken into consideration,emergency discourse system against emergency of international concern has been constructed to enhance emergency discourse competence,emphasizing emergency language service and emergency language governance.
