The Basic Framework, Evolution Logic and Practical Approach of the Fire Safety Supervision System in the New Era

消防安全工作是我国特色应急管理体系的重要组成,做好消防安全工作是防范化解重大安全风险的基本保障。同时,消防安全作为一项社会化系统工程,亟须构建行业机构积极参与、监管职能边界清晰、多元主体齐抓共管的新时代消防安全监管体系。通过政策文本量化与社会网络分析方法,厘清了消防安全监管的基本职能,识别了消防安全监管体系的组织结构,并刻画了消防安全监管体系的基本框架。同时,进一步探究了国家机构改革前后消防安全监管体系的演进逻辑,并从监管政策完善、监管机制优化、监管手段丰富、监管资源汇聚等方面提出了强化消防安全监管体系建设的对策建议,以期为提升消防安全监管效能、维护社会面火灾形势平稳、推进应急管理体系与能力现代化的实践进路提供理论指导与实践参考。

Fire safety work is an important component of our characteristic emergency management system.Completing fire safety tasks is a significant and basic guarantee for preventing and resolving major safety risks.At the same time,as a socialized system project,fire safety is urgently needed to build a new era of fire safety supervision system with active participation of industry departments,clear supervision function boundaries,and joint management of multiple subjects.Through policy text quantification and social network analysis methods,the basic functions of fire safety supervision have been clarified.The organizational structure of the fire safety supervision system has been identified,and the basic framework of the fire safety supervision system has been described.Simultaneously,the evolution logic of the fire safety supervision system before and after the institutional reform was further explored.Countermeasures and suggestions for strengthening the construction of the fire safety supervision system were put forward from the aspects of perfecting supervision policies,optimizing supervision mechanism,rich supervision means,and gathering supervision resources.It is expected to provide theoretical guidance and practical reference for the practical approach of improving the efficiency of fire safety supervision,maintaining the stability of the social fire situation,and promoting the modernization of the emergency management system and capabilities.
