完善农村房屋建筑安全的法律规制对于推进乡村治理体系和治理能力现代化、保障农民的生存权和住宅权等基本权利具有重要意义。针对当前农村房屋建筑安全领域存在的法律规范体系不健全、农村建房审批流程规定混乱、农村房屋建筑质量安全监管长期缺位等痼疾,建议从健全相关法律法规,完善农村房屋建筑相关审批流程,加强农村房屋建筑质量和安全监管,加大农村房屋建筑安全宣教力度等环节保障农村房屋建筑安全。

It is of great significance to improve the legal regulation of rural housing construction safety to promote the modernization of rural governance system and governance capacity and to protect farmers’basic rights such as the right to subsistence and residence.Inview of the deficiencies of the current legal regulation system in the safety supervision of rural housing construction in China,such as the imperfect legal standard system,the confused legal regulations in the approval process of rural housing construction,and the long-term absence of the quality and safety supervision of rural housing construction by the relevant departments,It is suggested to perfect the relevant laws and regulations,improve the approval process of rural housing construction,strengthen the supervision of rural housing construction quality and safety,and strengthen the publicity and education of rural housing construction safety.
