摘要
韧性理论为城市应对现代风险灾害、保障城市安全运行提供了新的战略思路和方向,成为我国城市建设的重要研究领域。基于国内外韧性城市理论研究和建设实践,构建经济韧性、社会韧性、生态韧性、基础设施韧性、信息韧性五个维度内容,采用层次分析法和全局熵值法建立含有23个指标的城市韧性评价体系,从时空视角分析江苏省所辖13个城市韧性态势及演变特征。研究结果显示:江苏省13个城市整体呈现出较高水平的韧性状态,其中南京韧性水平最高、连云港韧性水平最低;2014—2019年城市总体韧性水平呈逐年稳步上升趋势,部分城市的基础设施韧性和社会韧性出现明显波动;江苏省总体城市韧性空间分布具有"核心—边缘"特征,苏南、苏北地区之间存在显著差异;信息韧性与经济韧性的增长幅度保持同步。
Resilient governance theory provides new strategic ideas and directions for coping with modern urban risks and disasters,which ensures the safe operation of cities and is becoming an important research field of urban construction in China.Based on the theory of resilient cities at home and abroad in theoretic research and construction practice,the paper builds a content-based framework in the dimension of economic resilience,social resilience,ecological resilience,infrastructure and the information resilience.By using analytic hierarchy process(AHP)and the overall entropy method,it further constructed an urban resilience evaluation system with 23 indicators from the perspective of time and space characteristics with the sampled 13 cities in Jiangsu province.The results show that the 13 cities show a high level of resilience on the basis of constructed evaluation system.The resilience level of Nanjing was the highest and that of Lianyungang was the lowest.From 2014 to 2019,the overall level of urban resilience increased steadily annually,while the resilience of infrastructure and social resilience of some cities fluctuated significantly.The spatial differentiation of overall urban resilience in Jiangsu province has the feature of"core-periphery",and there are significant differences statistically between the northern and southern regions of Jiangsu province.Information resilience and economic resilience have kept pace mutually on the whole.
