国防动员与应急管理体系的比较与衔接研究

研究推进国防动员与应急管理体系相互衔接具有重要现实意义。两者在职能使命、管理体制、运行机制和支持保障诸方面具有很多相似趋同、兼容互补之处,但也存在不少深层次差异,特别是现阶段两大体系建设整体水平差距明显,这给相互衔接带来困难和制约。应抓住全面深化改革的有利契机,贯彻军民融合发展战略要求,优化组织体系,完善联动机制,整合力量资源,加强顶层设计,深入推进这两大体系相互衔接、双向纳入,增强急时应急、战时应战整体合力。

The national defense mobilization system and the emergency management system are important supports to deal with various security threats.From the functional mission,management system,operation mechanism,support guarantee and other aspects,there are many similarities,convergence,compatibility and complementarity between the two systems,but in the administrative main support,division of responsibilities and decision-making start,hierarchical response,organizational command,the overall level of the two systems is quite different.We should adhere to the overall concept of national security,thoroughly implement the development strategy of military-civilian integration,civilian integration,study and promote the conneltion between the national defense mobilization system and the emergency management system,and strengthen the overall joint efforts of the emergency response in times of emergency and wartime.
