应急管理学科体系建构:本体论、认识论与方法论

应急管理学科建设是形塑应急管理专业力量,优化应急管理决策过程,提升国家应急管理体系与管理能力现代化的必然选择。建构应急管理学科体系,迫切需要从本体论、认识论和方法论层面进行研究。在阐述应急管理学科本体论基础上,分别提出公共管理学科与安全科学学科视阈下的应急管理学科认识论,涵盖应急与公共、应急与安全等。最后在应急管理学科认识论指引下,提出应急管理学科建构方法论,即渐进主义视阈下应急管理学科"依附式"发展和激进主义视阈下的应急管理学科"独立式"建构两种模式,从而为应急管理学科发展提供智慧支撑。

The construction of the emergency management discipline is an inevitable choice for shaping the professional strength of emergency management,optimizing the emergency management decision-making process,and improving the modernization of the national emergency management system and management capabilities.The construction of the emergency management discipline system urgently needs scientific answers from the ontological,epistemological and methodological levels.On the basis of elaborating the ontology of the emergency management discipline,the epistemology of the emergency management discipline under the visual threshold of the public management discipline and the safety science discipline is respectively proposed,covering emergency and public,emergency and safety,etc.Finally,under the guidance of the epistemology of emergency management,the methodology for the construction of emergency management discipline is proposed,that is,the"dependent"development of emergency management discipline under the perspective of gradualism and the"independent"construction of emergency management discipline under the perspective of radicalism,so as to provide intelligent support for the development of emergency management discipline.
