2020年北京防控境外新冠肺炎疫情输入的实践与启示

Practice and Inspiration of Prevention and Control of the COVID-19 Import in Beijing in 2020

新冠病毒肺炎疫情的暴发蔓延给世界经济、社会民生和全球稳定带来重创。目前,我国绝大多数地区疫情已经得到有效控制,但受防控理念和意识、医疗卫生能力、国家治理能力等影响,很多国家的疫情仍呈暴发态势,防范境外新冠肺炎疫情输入成为我国当前疫情防控的主要任务。作为中国最重要的入境口岸之一,首都北京面临着巨大的境外疫情防控压力。2020年2月以来,北京市出台一系列防控举措,形成"全口径、全范围、全闭环"的防控体系,取得了一系列经验,也有若干提升空间。本文在分析经验与不足基础上,提出了构建完善常态化境外疫情输入防控体系的相关建议。

The outbreak of COVID-19 has brought great damage to the world economy,people’s livelihood and global stability.At present,the epidemic has been effectively controlled in most areas of China.However,affected by the concept and awareness of prevention and control,medical and health care capabilities,and national governance capabilities,many foreign countries are still experiencing outbreaks.Therefore,preventing the importation of COVID-19 from foreign countries has become the main task of current epidemic prevention and control in China.As one of the most important ports of entry in China,Beijing,the capital of China,is under great pressure to prevent and control the epidemic outside China.Since February 2020,Beijing has issued a series of prevention and control measures to form a"full caliber,full range,full closed-loop"prevention and control system,which has gained a series of experience and has some room for improvement.Based on the analysis of experience and shortcomings,this paper proposes to build and improve the normalized imported prevention and control system.
