新冠肺炎疫情是对全球治理体系的检验,也是国家制度优势和治理效能的现实比对。回溯我国此次新冠肺炎疫情防控,坚持生命健康为第一位,健全以"四早""四集中"的病患救治、实战导向的联合应急科技创新攻关、平战结合的应急物资储备保障等为重点的重大疫情医疗救治体系;坚持党的集中统一领导,构建以制度优势提升治理效能、分区分级联动、全国一盘棋的重大疫情联防联控体系;坚持常态化防控中的稳中求进,形成社会依法有序、思想舆论引导汇聚人心、全球合作命运与共的总体秩序运转体系。

The epidemic of COVID-19 is a crisis test of the global governance system,and also a realistic comparison between national institutional advantages and governance effectiveness.To review the experience of epidemic prevention and control of COVID-19 in China,we should adhere to life and health,and improve the medical treatment system of the major epidemic diseases,such as"four early","four centralization",the practical combat oriented joint emergency science and technology innovation research,and the emergency supplies reserve guarantee combined with peacetime and wartime.The system of joint prevention and control of major epidemics,which can be linked by different regions and levels,and the whole country playing chess,should adhere to the steady progress in the normalization of prevention and control,and form an overall order operation system of orderly economic and social law,ideological and public opinion guidance,gathering people’s minds,and global cooperation fate and common.
