Study on the Path of Building the Security and Resilient City in Macao SAR

随着全球变暖以及极端自然气候灾害日趋增多,澳门特区面临不可预测灾害的风险增加。澳门特区政府积极面对这一形势变化,近年来大力提升澳门特区的安全应急管理能力,并引入了建设安全韧性城市的理念及围绕这一理念构建了相应的体系。本文基于对韧性城市的含义与基本特征进行辨析,结合相关案例分析,从安全建设和灾难预防入手,介绍澳门特区建设安全韧性城市的最新进展,深入分析澳门特区建设安全韧性城市的路径选择以及建设策略。

With the increase of global warming and the number of extreme natural climate disasters,the Macao Special Administrative Region(MSAR)is facing an increasing risk of unpredictable disasters.The Macao SAR government is actively facing this changing situation.In recent years,the MSAR has vigorously enhanced and improved its security emergency management capabilities,introduced the concept of building a security and resilient city,and built a corresponding system around this concept.Based on the analysis of the meaning and basic characteristics of resilient cities,combined with the analysis of related cases,starting from security construction and disaster prevention,this article introduces the latest progress in the construction of security and resilient city in MSAR and deeply analyzes the path selection for building security and resilient city in MSAR and provide construction strategies.
