摘要
根据典型案例分析任务场景,是开发应急预案的重要技术路径。为警示核电站核废料储存的安全隐患,2018年绿色和平组织的成员操控无人机,撞击了法国比热伊核电站乏燃料储存池。本文通过辨析这起事件反映的新风险特征,探讨如何利用国际反核抗议事件建构新场景,充实和改进中国核社会安全应急预案。分析结果认为,无人机低空威胁、国际组织介入,以及警示抗议反核,属于新的核能社会风险因素。据此,建议从强化无人机防御体系、加强国际组织涉核应急管理及依托预案演练协同治理核安全隐患三方面,推进我国的核应急预案建设。
It is an important technological approach to analyze task scenarios through typical cases. In order to alert the hidden dangers of nuclear waste storage in nuclear plants, the Greenpeace members piloted the drones to crash into the Bugey nuclear plant in France in 2018. New risk characteristics of this typical international case which provides new scenes of nuclear protest are revealed to amend the nuclear emergency plans of China. The results show that the low-altitude threat from drones, the intervention of international organizations, and warning manner to protest against nuclear are new scenes of the nuclear emergency. Based on this, the developing ideas of nuclear emergency plans are proposed from the three aspects of dronedefense system, emergency management toward international organizations, and collaborative governance to hidden nuclear danger through emergency plan exercises.
