面对2019年12月以来暴发的新型冠状病毒疫情等突发公共卫生事件,我国应急物流管理制度在保障医疗物资应急救援和群众生活物资供应等方面发挥了重要的作用,但在应急物资储备管理制度科学性和执行力、应急物流管理信息化、应急物流管理专业化等领域仍存在着深层次的问题,面临着制度缺失、制度的刚性和柔性不足等严峻的挑战。在全面深化改革和经济高质量发展的新时代,我国应提升应急物资储备管理制度的科学化水平,建立应急物流信息共享制度,完善应急物流管理专业化标准,加强应急物流队伍建设制度保障,形成具有中国特色的体现科学性、针对性、操作性和实效性的应急物流管理制度。

Faced with public health emergencies such as the new coronavirus outbreak since December 2019, Chinese emergency logistics management system has played an important role in ensuring the emergency rescue of medical supplies and the supply of people’s living supplies. However, there are still deep-seated problems in areas such as the scientificity and execution of emergency material reserve management systems, the informationization of emergency logistics management, and the specialization of emergency logistics management. It still faces severe challenges such as lack of institutions, insufficient rigidity and flexibility of institutions. In the new era of comprehensively deepening reforms and high-quality economic development, China should improve the scientific level of emergency material reserve management systems, establish emergency logistics information sharing systems, improve professional standards for emergency logistics management, strengthen the institutional guarantee for emergency logistics team building, and form a scientific, targeted, operational and practical emergency logistics management system with Chinese characteristics.
