我国高校突发公共卫生事件应急机制研究——以部分“双一流”高校应对新冠肺炎疫情做法为例

Research on the Emergency Mechanism for Public Health Emergencies in Chinese Universities ——A case study of the response of some "double first-class" universities in COVID-19

此次新冠肺炎疫情暴露出我国突发公共卫生事件应急机制的不足。通过梳理23所教育部直属"双一流"高校突发公共卫生事件应急体制机制的现状,发现存在应急组织体系的管理运行体系不健全,分级负责、属地管理原则存在弊端,信息报送与信息发布系统不健全,应急处置措施不足等诸多问题。完善高校突发公共卫生事件的应急机制,应当实现应急预案的法治化,建立高校与其他组织的协调联动机制,建立高校突发公共卫生事件预警机制,完善应急处置措施。

The outbreak of COVID-19 has exposed the deficiencies of emergency mechanism for public health events in China.With case studies of the current situation of emergency mechanism for public health events in 23 top-rated"first-class"universities directed by the Ministry of Education,the problems can be summarized as the operational failure of the emergency organization system,deficiency in the principle of hierarchical responsibility and territorial management,the pandemic information system is blocked,and the lack of the corresponding countermeasures.It is inevitable to accelerate the legislation of pandemic planning system,enhance the communication and coordination between universities and other organizations,reinforce an early warning system for public health emergencies for academic institutions with comprehensive counter strategies.
