随着全球化的不断深入和扩展,以2003年的SARS事件、2019年开始流行的新冠肺炎疫情等为代表的重大突发公共卫生事件正在超越国家、地区的范围而日益成为全球性问题。目前,世界各国在协同治理方面存在诸多难题,尚面临着难以解决的制度、意识形态、社会文化等软障碍,因而积极有效的全球协同治理已成为普遍共识。习近平总书记倡导的人类命运共同体理念,作为引领新时代和推动新发展的理念,正是消除重大突发公共卫生事件全球协同治理软障碍的重要路径和必由之路。

With the development of globalization,Major Public Health Emergencies are increasingly becoming global problems beyond the scope of countries and regions.Presently,there are many problems in global collaborative governance,soft obstacles such as system,ideology and social culture are difficult to deal with.Therefore,active and effective global collaborative governance has become a common consensus.The concept of"Community With a Shared Future for Mankind"advocated by Xi Jinping that is providing an important path for global collaborative governance of major public health emergencies by eliminating soft barriers.
