台风灾害性气象海况给海上石油作业平台的安全带来挑战。防台风应急是海上油田企业安全工作的重点之一,防台风应急预案及具体措施的完善是保障撤离应急行动过程有序且有效实施的关键。在制定应急行动措施时要符合生产和应急资源等实际情况,在应急处置行动中也必须以人员生命安全为第一要务,同时要考虑到可能出现的突发或意外情况,并对此做好相应的应对措施。

The extreme sea condition of typhoon brings challenges to the safety of offshore oil platforms. Typhoon emergency is one of the key elements in the safety management of offshore oilfield enterprises. Improving contingency plans and concrete measures against typhoon are the key points of ordered and effective evacuation in emergency action. In the formulation of emergency response plan, the actual situation of platform production and emergency resources should be taken into consideration. During the emergency response actions, personal security shall be the first priority. Meanwhile, possible emergencies or unexpected situations should be taken into account and corresponding countermeasures should be in place.
