健全应急管理体系,创新发展我国应急志愿服务

Improving Emergency Management System, Innovating and Developing Emergency Voluntary Service

大量志愿组织和志愿者参与抗击新冠肺炎疫情的应急志愿服务,在各个领域发挥了非常重要的作用,充分表明公共突发事件应急处置是关系全体社会成员的重大事项,必须动员全社会力量共同参与应对,但现阶段应急志愿服务尚存在法律法规、管理机制和参与保障等多方面的短板和问题。健全应急管理体系,应学习借鉴国际社会的先进经验,从法制机制等方面着力创新发展我国的应急志愿服务。

A large number of voluntary organizations and volunteers in the response to the COVID-19 has played a very important role in various fields, which shows that the public emergency management is a major matter related to all members of the society. We must mobilize all social forces to participate in it. However, at present, there are still many problems in laws and regulations, management mechanisms and participation ensuring in emergency volunteer service. In order to improve the emergency management system, we should learn from the advanced experience of the international society, and focus on the innovation and development of China’s emergency voluntary service from the legal system, mechanism and other aspects.
