政府公信力作为一种"软权力"和重要的政治资源,在应急管理的过程中具有独特的价值作用,是社会公共安全治理能力建构提升的重要组成部分。在危机状态下,由于安全意识淡薄、权力使用不规范及应急行为失范等各种因素相互作用,政府会陷入"塔西佗陷阱"之中,使公信力受损。因此,对于公共危机中政府公信力的建构:一是要在日常的管理工作中革新观念、转变职能,塑造良好的政治生态环境;二是要完善应急机制,全面提升政府的应急管理能力。

As a kind of "soft power" and important political resources, government credibility plays a unique role in the process of emergency management, and is an important part of the construction and improvement of social public security governance capacity. In the crisis state, due to the interaction of various factors such as weak security awareness, irregular use of power and abnormal emergency behavior, the government will fall into the "Tacitus Trap" and damage the government credibility. Therefore, for the construction of government credibility in public crisis: first, we need to innovate ideas, change functions and create a good political ecological environment in daily management;second, we need to improve the emergency mechanism and comprehensively improve the government’s emergency management ability.
