Scientific Connotation of Xi Jinping’s Important Statement on Disaster Prevention, Mitigation and Relief

防灾减灾救灾是习近平新时代中国特色社会主义思想的重要组成部分。本文基于公共战略管理的有关思想,构建一个"使命—理念—部署"的分析框架,来研究习近平关于防灾减灾救灾重要论述的战略框架和科学内涵。通过文本分析发现,习近平关于防灾减灾救灾重要论述,主要包括战略使命、战略理念、战略部署三大方面。其中,对防灾减灾救灾的战略使命,集中体现在丰富"三大规律"、维护"三大安全"的历史责任上;对防灾减灾救灾的战略理念,主要体现在"两个坚持、三个转变"的理论创新上;对防灾减灾救灾的战略部署,重点体现在"全灾种、大应急"的制度创新和"十大任务、九项工程"的实践创新上。

Disaster prevention,mitigation,and relief is an important part of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era.This article builds an analysis framework of"mission-concept-deployment"based on the relevant ideas of public strategic management to study the strategic framework and scientific connotation of Xi Jinping’s important statement on disaster prevention,mitigation and relief.Through analysis,it is found that Xi Jinping’s important statement on disaster prevention,mitigation and relief mainly includes strategic mission,strategic concept and strategic deployment.The strategic mission for disaster prevention,mitigation and relief is concentrated on the historical responsibility of enriching"three laws,three security";the strategic concept for disaster prevention,mitigation and relief is mainly reflected in"Two Persistence,Three Transformation"theory innovation;the strategic deployment of disaster prevention,mitigation and relief,is emphasizing on the"full disasters,major emergency"institutional innovation and"Ten Tasks,Nine Projects"practical innovation.
