The Situation and Evaluation of Public Security Sense in Urban China(2019)

构建我国城市公共安全感的评价指标体系,调查国内省会城市公众安全感的现状及其背后的影响因素,有助于从居民的角度出发破解当前我国的城市发展难题,对稳定社会生活、提高城市安全管理水平有重要意义。通过构建居民城市公共安全感评价体系,调研、测算得出居民城市公共安全感指数,分析得出居民城市公共安全感存在超大城市公共安全感偏低、中部城市食品安全感较低、信息安全感普遍较低、社会保障安全感明显下降、生态安全感出现下降等问题,提出通过大力发展城市经济,夯实城市安全治理的物质基础;构筑公平公正的资源分配机制,实现城市发展的全民共享;强化政府责任,构建高效有力的城市公共安全治理体制;利用新技术,构建"互联网+公共安全"的治理模式等举措提升居民城市公共安全感。

Establishing an evaluation index system of public security sense in urban China and investigating the current situation of public security sense in domestic capital cities as well as the influence factors behind it will help to solve the current urban development problems from the perspective of residents,which is also of great significance for stabilizing social life and upgrading the urban security management level.The public security sense index of urban residents is acquired from research and calculation based on the construction of the evaluation system of urban residents’public security sense.The analysis results show current characteristics of the public security sense of urban residents in China,such as a low-level public security sense in megacities,a low-level food security sense in cities of central China,a general low-level public security sense of information,an obvious decline in social security sense,and a decline in the security sense in ecology.On the basis of the analysis,measures for improving public security sense of urban residents are put forward.By vigorously developing urban economy,we can consolidate the material foundation of urban security management.A fair and just resource allocation mechanism needs to be built to realize the sharing of urban development among the whole people.Government responsibility needs to be strengthened in order to build an efficient and effective urban public security governance system.New technologies need to be utilized to establish an"Internet plus public security"governance model,and so on.
