从优化政策过程视角论脱贫攻坚战中的风险防范

A Study of Risk Prevention in Poverty Alleviation from the Perspective of Optimizing Policy Process

随着精准扶贫政策过程的不断完善,6年来我国脱贫攻坚战不断取得卓越成效。然而,具体到精准扶贫政策的运行过程,政策制定环节的系统性风险、执行环节的协调性风险和与政策对象相关联的道德风险威胁着脱贫攻坚战的最终胜利。防范和消除精准扶贫政策过程的主要风险、优化精准扶贫政策过程是打赢脱贫攻坚战的必然选择。优化精准扶贫政策过程,须从优化政策设计环节,重视政策执行环节尤其是政策执行主体,关注政策对象、争取贫困群众的理解支持三方面入手。

Remarkable results have been achieved in China’s poverty alleviation in the past 6 years, which are benefited from the continuous improvement of the targeted poverty alleviation policy process. However, some main risks such as the systematic risk in the policy-making process, the coordination risk in the implementation process and the moral risk associated with the poor people are existing and become a threat to the final victory of the poverty alleviation. It’s urgent to eliminate these main risks and optimize the process of targeted poverty alleviation policy process. Hence, issues should be carried on, optimizing policy design, paying more attention to policy implementation and focusing on jobs which can strive for the understanding and support of the poor.
