How to deal with "Nail Households" encountered in the progress of major livelihood projects is a thorny problem troubling local governments at all levels.This paper makes an in-depth analysis of the three disposal modes adopted by the local government encountered "Nail Households" in promoting the major projects of people’s livelihood and their harms.The successful practice of disposal mode and risk control measures adopted by Wuhan municipal government in promoting the major projects of people’s livelihood is analyzed comprehensively in this paper.The purpose is to provide a scientific, legal and effective disposal mode and scientific risk control countermeasures for the local government to deal with the "Nail Households" incident in the process of promoting the major livelihood projects.
