军事外语能力建设的现状与反思

Review and Reflections on the Building of the PLA Foreign Language Capacity

军事外语能力是母语能力以外的另一种保障军事行动的语言能力,这一能力建设对于增强国家军事软实力,确保军队有效履行使命具有战略意义。本研究从军队外语资源基础、军队外语能力的管理、军人外语能力的培养体系等三个方面考察了我军的外语能力建设现状,并针对军事外语能力建设在顶层战略、管理体系、培训体系、技术支撑等方面存在的制约性问题提出了相应对策。

Foreign language capacity(FLC)in the military field serves as another language capacity to support military operations.The foreign language ability(FLA)building is of strategic significance for enhancing China’s military soft power and ensuring the effective performance of the People’s Liberation Army(PLA).The paper reviews the current situation of the FLA building of the PLA concerning the army’s foreign language(FL)resource base,its FLA management and training system for military personnel.Corresponding countermeasures are suggested about FL top-level strategies,management system,training system as well as technology support.
