关键提示应秉持开放性、渐进性理念和正确义利观,以相关国际法为基础,努力构建以区域和次区域务实合作等为基础、以自由贸易协定和投资保护协定等制度性合作为支撑的长效合作机制。在加大资本、产品、基础设施和优势产能"走出去"、加快实现中国相关标准国际化的同时,也要加强资源、能源和高新技术引入,助力国内产业转型升级,实现内外联动发展。

We should uphold the principle of openness and gradualism and the right approach to upholding justice and pursuing shared interests.Based on relevant international law,we should strive to build a longterm cooperation mechanism based on practical regional and subregional cooperation and supported by institutional cooperation such as free trade agreements and investment protection agreements.While increasing the"going global"of capital,products,infrastructure and competitive production capacity and accelerating the internationalization of China’s relevant standards,we should also strengthen the introduction of resources,energy and new and high technologies to facilitate the transformation and upgrading of domestic industries and achieve interconnected development.It is necessary to strengthen debt risk prevention,strengthen information sharing with organizations to solve international debt problems,make full use of the existing international coordination mechanism for sovereign debt risk management,and do a good job in risk prevention in advance.We should get rid of the passive situation in publicity as soon as possible,take the initiative to guide,actively respond and build us a favorable high quality public opinion publicity system.
