社会保障事业是调节收入分配、保障民生的关键,现阶段,我国社会保险是由政府、企业和个人三方主体共担风险的机制,体现权利与义务相匹配的基本理念。社会保险法制建设是社会保障事业平稳有序运行的依据,但目前社会保险法制建设面临配套法律体系不够健全、法制建设有待进一步强化及执法仍需加强等一系列问题。马克思有关社会保障思想与法制建设理念对我国社会保障建设具有强烈的指导意义和现实意义,在建立健全多层次社会保障体系与全面依法治国的旗帜下,学习马克思主义对我国社会保障法律体系构建的意义深远。

Social security is the key to adjusting income distribution and ensuring people’s livelihood.At the present stage,China’s social insurance is a mechanism in which the government,enterprises and individuals share risks,reflecting the basic idea of matching rights and obligations.The legal construction of social insurance is the basis for the smooth and orderly operation of social security enterprise,but at present,the legal construction of social insurance is faced with a series of problems,such as the lack of supporting legal system,the lag of legal construction and lax law enforcement.Marx’s thoughts on social security and legal system construction have strong guiding significance and practical significance to the construction of social security in China.Under the banner of establishing and improving multi-level social security system and comprehensively governing the country according to law,studying Marxist thoughts has far-reaching significance to the construction of social security legal system in China.
