In April,Ministry of Natural Resources issued Opinions on Several Issues Concerning Deepening the Reform of Mineral Resource Management(Exposure Draft)(the Opinions in short),and the Ministry is soliciting public opinions.It is foreseeable that the issuing of the Opinions will inevitably promote a new round of upsurge in domestic mineral resource development.1.Nine aspects put forth in the Opinions The Opinions concerns nine aspects.Specifically:firstly,to comprehensively promote transfer of mining rights by competition;secondly,to strictly control transfer of mining rights by agreement;thirdly,to actively promote the transfer of“net mining rights”;fourthly,to implement same-level management on the transfer of exploration rights and mining rights of the same type of mineral;fifthly,to adjust term of exploration rights;sixthly,to implement new classification of Mineral Resource Reserves;seventhly,to strengthen review and filing of mineral resource reserves;eighthly,to clarify scope and authority of review and filing;ninthly,to standardize financial investment in geological exploration.
