摘要
全国两会是人民参与政治生活、推动国家决策科学化和民主化的主要途径之一,两会中人大代表和政协委员的提案与建议的内容反映了所代表领域或行业重点关注和亟待解决的问题。本文运用主题分析法对2013—2020年两会提案建议的文本进行了分析。发现"全民阅读""著作权""媒体融合"是新闻出版界全国两会提案建议的主要议题,它们是传媒生态链上的三个关键环节。同时,两会提案建议对公共决策产生一定的影响,说明提案建议通过建言献策能够促进公共决策科学性与民主性的内在融合。
The"two sessions"of National People’s Congress(NPC)and the Chinese People’s Political Consultative Conference(CPPCC)are one of the main avenues for Chinese people to take part in political life and promote scientific and democratic decision-making of the country.Proposals of deputies to the NPC and members of the National Committee of the CPPCC ref lect the key concerns and urgent problems to be solved in the areas or industries who represented.The paper employs the thematic analysis method to examine proposals and suggestions of the"two session"from 2013 to 2020.It finds that"reading for all","copyrights"and"media convergence"represent three major links in the media ecological chain.In the meantime,proposals of the"two sessions"have inf luenced on public decision-making,indicating that the process will promote internal integration of scientific and democratic public decision-making.
