Quantitative Evaluation and Optimisation of Cultural Industry Policies Based on PMC Index Model

文化产业政策既是推动文化产业发展的举措,也是为满足人民日益增长的美好生活需要、完善公共文化服务的保障。定性和定量是评价文化产业政策实施效果的两种方式。为了避免定性分析带来的主观性、不确定性等弊端,文化产业政策研究越来越重视量化评价。PMC指数模型是一种定量的政策评价方法,其具体过程为:首先建立10个一级变量,根据文化产业政策文本高频词确定二级变量,然后运用ROSTCM6文本挖掘对每项政策二级变量进行赋值,通过一级变量代入公式完成一级变量的计算,再通过一级变量结果代入式计算各项文化产业政策的PMC指数得分,最后根据得分确定政策等级。在此基础上,我们运用PMC曲面的方式进行对比,以直观地显示出多维坐标空间中待评价政策的优势和劣势,从而提出文化产业政策优化路径。

Cultural industry policy is not only an initiative to promote the development of cultural industry,but also a guarantee to satisfy people's growing needs for a better life and improve public cultural services.Qualitative and quantitative are two ways to evaluate the implementation effect of cultural industry policies,in order to avoid subjectivity,uncertainty and other drawbacks brought by qualitative analysis,cultural industry policy research pays more and more attention to quantitative evaluation.PMC index model is a quantitative policy evaluation method,firstly,it establishes 10 first-level variables,determines the second-level variables according to the high-frequency words of the text of the cultural industry policies,and then applies the ROSTCM6 text Mining to assign values to each policy secondary variable,completes the calculation of primary variables by substituting primary variables into the formula,then calculates the PMC index score of each cultural industry policy by substituting the results of primary variables into the formula,and finally determines the policy level according to the score.On this basis,the PMC surface is used to make comparisons,which intuitively shows the advantages and disadvantages of the policies to be evaluated in the multidimensional coordinate space,so as to propose the optimisation path of cultural industry policies.
