文化政策的研究路径

Research Paths of Cultural Policy

本文对已有文化政策研究文献进行了梳理。内容涉及文化与文化政策的概念界定、文化政策的公共治理目标与主要议题,以及文化政策的研究视野与未来面临的变化等三个部分。本文对文化政策的概念的界定、研究的主要内容以及不同学科涉及的研究方法与文化政策研究未来面临的挑战等内容进行了分析。研究发现,文化政策体现了政府在文化艺术领域活动的态度,具有一定的干预性。文化政策与社会治理目标的融合使文化政策具有工具化倾向。对文化价值影响研究的强调,回应和批判了文化政策的工具化现象。随着创意经济的兴起,文化资助日益转变为文化投资,文化创意经济政策话语日渐占据文化政策主导地位,文化自身价值影响的强调在这一背景下日趋弱化。

This paper mainly analyzes the literature on cultural policy research.It includes three parts,i.e.,the definition of culture and cultural policy,the public governance goals and main topics of cultural policy,and the research horizon of cultural policy and future changes.The paper analyzes the definition of cultural policy concept,the main content of research,the research methods involved in different disciplines,and challenges of cultural policy research in the future.The research finds that cultural policy reflects the government’s attitude towards cultural and artistic activities,and it has a certain degree of intervention.The integration of cultural policy and social governance goals makes cultural policy instrumentalized,and the emphasis on the research on the impact of cultural values responds to and criticizes the phenomenon of instrumentalization of cultural policies.With the rise of the creative economy,cultural funding is increasingly transformed into a cultural investment,and cultural and creative economic policy discourse has increasingly taken the leading role in cultural policies.The emphasis on the influence of cultural intrinsic value has weakened in this context.
