土地转型阶段的港区交通组织优化实践——以深圳市前海妈湾片区为例

摘要 随着城市规划定位调整和经济产业转型,原港区配套设施用地逐渐向以居住、商业、文化休闲功能为主的用地转型,短期内在港口货运功能无法保留的情况下,未来城市开发与港口货运间的矛盾冲突将愈发严重,客货交通组织面临巨大挑战。以处于港口配套用地向城市开发用地转型阶段的前海妈湾片区为例,在充分调研城市定位和用地发展趋势的基础上,分类评估片区客货交通组织,研判片区公交、停车服务水平的基础,总结出前海妈湾片区的港城矛盾、客货混行、货车停车缺口、公交服务有待提升等交通问题,并提出土地平稳过渡缓解港城矛盾、优化交通组织缓解客货混行、调控停车供给避免货车停车占道、优化公交设施加强轨道交通接驳和公交覆盖等优化措施。研究成果对土地转型阶段的港区交通组织研究有一定的参考意义。 With the adjustment of urban planning positioning and the transformation of economic industry,the land for supporting facilities in the original port area is gradually transformed into the land for residential,commercial and cultural leisure functions.In the case that the port freight function cannot be retained in the short term,the conflict between urban development and port freight will become more and more serious in the future,and the passenger and freight traffic organization will face great challenges.Taking Qianhai Mawan area,which is at the stage of transformation from port supporting land to urban development land,as an example,the traffic problems in Qianhai Mawan area are summarized,such as port city contradictions,mixed passenger and freight traffic,truck parking gap,and public transport services to be improved,based on the full investigation of urban positioning and land use development trends,the classified evaluation of passenger and freight traffic organization in the area,and the study of the level of public transport and parking services in the area.It also puts forward some optimization measures,such as alleviating the contradiction between the port and the city through the smooth transition of land,alleviating the mixed traffic of passengers and goods through the optimization of traffic organization,avoiding truck parking and road occupation through the regulation of parking supply,and strengthening the rail connection and bus coverage through the optimization of public transport facilities.The research results have certain reference significance for the study of port traffic organization in the land transformation stage.
