碳积分在交通运输领域的应用

为应对严峻的能源危机和气候变化,工信部提出“双积分”政策,即平均燃料消耗量积分和新能源汽车积分。为讨论碳积分政策对现阶段中国的意义,分析美国碳积分和中国碳积分的概念,创新性地提出个人可参与到碳积分交易的几种方式,分析设立碳积分政策对于国家、车企和消费者的意义。针对全国碳排放交易市场的建立,提出个人应如何参与到碳积分的交易中以及碳积分在交通领域的应用形式,阐述碳积分在天津地铁APP上的应用优势及建设思路,为下一步建设碳普惠平台提供对策建议。

In response to the severe energy crisis and climate change,the Ministry of Industry and Information Technology(MIIT)has proposed"carbon credits",which are fuel consumption credit and new energy vehicle credit.In order to find out the significance of carbon credit policy to China at this stage,in this paper,several innovative ways for individuals to participate in carbon credit trading are proposed through discussing the concepts of carbon credits in United States and China,and the significance of establishing a carbon credit policy for the country,vehicle enterprises and consumers are analyzed.How individuals can participate in carbon credit trading and the application of carbon credits in the transportation sector are suggested by the article regarding the establishment of a national carbon emissions trading market,explains the advantages of carbon credits and how to use it on the Tianjin Metro app.This paper has provided suggestions for the construction of carbon credit platform.
