中国矿产资源产业国际地位再考察——基于“GVC指数”和“RCA指数”

Study on the status of China’s international division of labor in mining sector under the dual circulation strategy

本文采用增加值贸易(TiVA)数据,借鉴全球价值链(GVC)地位指数、参与指数和显性比较优势(RCA)指数测算分析方法,对全球主要国家非能源采矿业、基本金属行业在全球生产网络中的国际分工地位和竞争力做出考察。结果显示中国矿产资源产业拥有较高的全球价值链融入程度和国际分工地位。中国矿产资源产业参与全球生产网络程度提高,对国内价值增值贡献较大,但是非能源采矿业国际竞争力弱,基本金属行业的国际竞争力仅处于第三梯队。提出了中国矿业市场在全球风浪中前行,需要立足长远,扎实领先核心技术,建立和实施行业标准与价格话语权。实现中国矿业由大而全向强和稳发展,需要立足国内大循环、提升国内国际双循环的能力。

Based on the value-added trade(TiVA)data,this paper makes a study of the international division of labor status and competitiveness of non-energy mining and base metals sectors in the global production network in major countries,drawing on the research approaches of Global Value Chains(GVCs)status index,participation index and Index of Revealed Comparative Advantage(RCA).The results show that China’s mineral resources industry has a high degree of integration into the global value chain and in the status of international division of labor.With more involvement to the upstream of the value chain,China’s participation in mineral resources industry to the global production network has been improved.Its contribution to the domestic value-added chain is obvious,while the international competitiveness of non-energy mining sector is weak that the base metals sector only lies in the third tier of the industry.China’s mining industry struggles to move ahead in the declining global mining market recent years.In the context of the dual circulation development strategy,taking a long-term perspective with focus on the main business,developing leading core technology,establishing and implementing industry standards and pricing power,and making good use of the leadership role for hidden champion enterprise are essential for China’s mining industry to achieve high quality and sustainable development.
