精准视角下扶贫绩效模糊综合评价——以湘西土家族苗族自治州为例

Fuzzy Comprehensive Evaluation of Poverty Alleviation Performance Based on Targeted Measures: Taking Tujia and Miao Autonomous Prefecture of Western Hunan as an Example

面对脱贫难度更大、致贫原因更复杂的扶贫攻坚的"硬骨头",如何评价精准扶贫绩效是一个理论紧密联系实际的大问题。运用模糊综合评价法,从精准识别、精准帮扶、精准扶贫效率、精准扶贫效果、可持续发展等五个维度构建精准扶贫绩效评价指标体系,并以湘西土家族苗族自治州2016年数据对所属县进行扶贫绩效评价。结果发现:可持续发展是精准扶贫绩效评价的新重点;精准识别作为精准扶贫工作的前提,依然非常重要;地区间扶贫绩效存在较大差异,主要受当地经济发展水平、社会状况等影响。为此,提出有关提升精准扶贫绩效的相应建议。

Facing the"hard bones"with more difficulties in poverty alleviation and complicated reasons of poverty,it is quite difficult to evaluate the performance of targeted poverty alleviation,which should combine theories with the facts.By using fuzzy comprehensive evaluation method,the paper constructs a performance evaluation index system of targeted poverty alleviation from five dimensions,including precise identification,targeted assistance,targeted poverty alleviation efficiency,targeted poverty alleviation effect and sustainable development.A performance evaluation is made on the poverty alleviation in Tujia and Miao Autonomous Prefecture of Western Hunan in 2016.Results show that sustainabledevelopment is the new key of the performance evaluation of poverty alleviation.As the precondition of targeted poverty alleviation,precise identification is still very important.The poverty alleviation performance among regions is quite different,due to the influences from local economic development and social conditions.Suggestions are put forward on how to improve the performance of targeted poverty alleviation.
