科技创新供给侧高质量发展要处理好“十大关系”

“Ten Relationships” Should Be Well Handled in the High-quality Development of the Supply Side of Scientific and Technological Innovation

针对新时代中国经济与社会运行主要矛盾仍停留在供给侧并呈现出结构性的特征,文章以经济增长新动能,科技创新供给侧存在的主要矛盾(全社会日益增长的对有效科技创新成果的需求与科技创新供给侧有效供给能力不足)作为分析的逻辑起点,就解决科技创新供给侧主要矛盾必须要处理好"十大关系"进行了探讨,进一步阐释了"十大关系"的内在逻辑,提出以高质量科技供给破解当前经济与社会结构性矛盾的改革路径。

In the new era,the principal contradiction between China’s economy and social development remains on the supply side,which presents structural characteristics.The paper takes the new growth driver of economic growth,the principal contradiction of the supply side of scientific and technological innovation(that is,the contradiction between the whole society’s growing demand for effective scientific and technological innovation achievements and the insufficient supply capacity of the supply side of scientific and technological innovation),as the logical starting-point.The authors propose that"ten relationships"should be well handled in order to solve the contradiction,and further discusses the inner logical relationships of the"ten relationships".The authors put forward the way of reform that high-quality supply of science and technology innovation should be used to solve the structural contradiction between China’s economy and society.
