环境分权与地区经济增长的内在作用机制——基于央地关系的调节作用

The Internal Mechanism of Environmental Decentralization and Regional Economic Growth:Based on the Adjustment of Central-Local Relationship

为了探索环境规制过程中分权机制对经济增长的作用,结合中央政府对地方政府环境规制日常事务进行干预的现实,分析央地政府博弈双方选择与演化的过程,构建央地政府动态博弈模型,发现环境分权会促进地区经济增长。在此基础上,以中国2008—2015年省级面板数据进行回归分析,考察环境分权对地区经济增长的内在作用机制,并随后考察央地关系对环境分权与经济增长的调节作用。研究发现:环境规制过程中,环境分权促进了地区经济增长;央地关系加强会抑制环境分权对经济增长的促进作用;而且央地关系对环境分权与经济增长的调节作用存在异质性;央地关系加强会抑制东、中部地区环境分权对经济增长的促进作用,而在西部地区则不显著。因此,在环境规制过程中,应确立分权机制,并制定差异化的环境策略,同时完善环保信息披露制度,增强各环保主体在环境规制过程中的参与度。

In order to explore the influence of decentralization mechanism on economic growth in environmental regulation process,the paper analyzes the choice and the evolution process of the central and local governments as game parties based on the reality of the central government’s intervention on the local government’s daily routine of environmental regulation.A dynamic game model of the central and local governments is constructed and the result shows that environmental decentralization promotes regional economic growth.Based on this,provincial panel data from2008 to 2015 are selected,and regression analysis is made to investigate the internal mechanism of environmental decentralization on regional economic growth,and further investigations are made on the moderating effect of central-local relationship on environmental decentralization and economic growth.The research findings are as follows:In the process of environmental regulation,environmental decentralization promotes the regional economic growth;the strengthening of the central-local relationship will inhibit the promotion effect of environmental decentralization on economic growth;the adjustment function of central-local relationship on environmental decentralization and economic growth has heterogeneity.Strengthening the central-local relationship will inhibit the promotion function of environmental decentralization on economic growth in eastern and central areas,but it is not significant in western areas.Therefore,environmental decentralization mechanism should be set up in the process of environmental regulation,differentiated environmental strategies should be established,information disclosure system of environmental protection should be improved to enhance the participation of environmental subjects into the environmental regulation process.
