地方政府应对环境群体性事件的策略研究

A Study on the Strategies of Local Government to Deal with Environmental Mass Incidents

当前,我国环境群体性事件时有发生,从而产生了一些负面影响。本研究在地方政府应对环境群体性事件的价值分析基础上,从思想理念、行为倾向、利益表达渠道以及处置方式等方面对地方政府应对环境群体性事件的问题展开了深入分析,认为践行绿色发展理念、优化官员绩效考核标准、完善公众利益诉求表达机制、健全环境信息共享机制以及转变应对方式等措施,不仅有利于维护社会的和谐稳定,而且有助于提升地方政府的执政能力和政府公信力。

At present,environmental mass incidents occur frequently in China,which has produced many negative effects.Based on the value analysis of local government’s response to environmental mass events,this paper analyzes the problems of local government’s response to environmental mass events from the aspects of ideology,behavior tendency,interest expression channels and disposal methods.It is believed that implementing green development concept,optimizing evaluation standards for official performance,improving expression mechanism of public interest,establishing sharing mechanism for environment information,and changing the the way to deal with the challenges are not only conducive to maintaining social harmony and stability,but also helpful for improving the governance ability and the credibility of local governments.
