社会主义核心价值观入法入规,是新时代全面推进依法治国的重大战略部署。在党的十九届四中全会精神指引下,其呈现的道德、政治、法律三大体系,体现了法律大众主义与法律精英主义的融合,实现了国家政权建设与现代法治建设的融合,搭建了静态"法制"与动态"法治"的融合,开创了中国共产党党内法规建设的新局面。文章贯彻并落实了党的十九届四中全会和十三届人大三次会议的最新精神,深入研究了社会主义核心价值观入法入规,以期对转型时期中国的法治建设提供建设性参考。

It is a major strategic plan that entering socialist core values into law and regulations in the new era of promoting comprehensively the rule of law.Under the guidance of the spirit of the Fourth Plenary Session of the 19 th Central Committee of the Communist Party of China,the three major systems of morality,politics and law are presented,which embody the integration of legal populism and legal elitism,and realize the integration of state power construction and modern rule of law construction.The integration of static legal system and dynamic ruling by law has created a new situation in the construction of laws and regulations within the Party of the Communist Party of China.This paper carries out and implements the latest spirit of the Fourth Plenary Session of the 19 th CPC Central Committee and the Third Session of the 13 th National People’s Congress,and deeply studies the incorporation of socialist core values into laws and regulations,so as to provide a constructive reference for China’s rule of law construction in the transitional period.
