基于偏最小二乘路径分析和数据包络分析的医院科研效率评价研究

Study on the Evaluation of Scientific Research Efficiency of Hospitals Based on Partial Least Square and Data Envelopment Analysis

目的:构建和验证医院科研效率评价模型,并根据模型对深圳市37家三级医院的科研效率进行评价。方法:通过因子分析法和文献调研法将科研评价指标划分为科研条件投入和科研成果产出2个维度,从而构建医院科研效率评价模型,使用偏最小二乘结构方程模型进行验证,并应用数据包络分析进行科研效率评价。结果:2019年深圳市37家三级医院综合科研效率的平均值为0.858,纯技术效率的平均值为0.898,规模效率的平均值为0.951,达到相对有效的医院有22家,相对无效的医院有15家,以产出为导向计算出了相对无效医院需改进的具体数值。结论:对于相对无效的医院,建议通过调整科研规模,重点发展优势学科,优化科研资源配置,建设科研人才队伍,完善科研管理体制等措施来提高医院的科研效率。本研究的评价体系构建流程实践应用了指标选取创新和改良的定量化验证方法,为探索和改进医院科研效率评价体系提供一定的参考依据。

Objective:To construct and verify the evaluation model of the scientific research efficiency of hospitals and evaluate the scientific research efficiency of 37 Level-3 hospitals in Shenzhen according to the model.Methods:With the factor analysis and literature research methods,the scientific research evaluation indexes are divided into input of scientific research conditions and output of scientific research achievements,so as to build the scientific research efficiency evaluation model of the hospital.It is verified by the partial least squares structural equation model and the scientific research efficiency is evaluated by data envelopment analysis.Results:In 2019,the average comprehensive scientific research efficiency of 37 Level-3 hospitals in Shenzhen was 0.858,the average pure technical efficiency was 0.898,and the average scale efficiency was 0.951.There were 22 relatively effective hospitals and 15 relatively ineffective hospitals.Based on output,the specific values to be improved for relatively ineffective hospitals are calculated.Conclusion:For the relatively ineffective hospitals,it is suggested to improve the scientific research efficiency of the hospital by adjusting the scientific research scale,focusing on the development of advantageous disciplines,optimizing the allocation of scientific research resources,building a scientific research talent team and improving the scientific research management system.In the evaluation system construction process in this study,the quantitative verification method for innovation and improvement of index selection is practiced and applied,which provides a certain reference basis for exploring and improving the evaluation system of scientific research efficiency of the hospital.
