医疗收费电子票据系统的实施及相关系统改造

Implementation of medical billing system and related system transformation

目的:为落实国家卫生健康委、江苏省财政厅提出的全面推行医疗收费电子票据管理改革的要求。方法:无锡市卫生健康委统一招标、采购电子票据系统,与江苏省票据平台对接;医院积极部署服务器和硬件,开发和改造软件流程。结果:医院医疗收费电子票据系统于2020年底上线。结论:电子票据系统的实施解决了老百姓的收费票据交付问题,方便患者自助查询、打印发票,打通患者就医流程全生态电子化管理^([1])。

Objective:To meet the requirement for comprehensively implementing the reform of electronic bill management of medical charges proposed by the National Health Commission of the People’s Republic of China and the Department of Finance of Jiangsu Province.Methods:Wuxi Health Commission bid uniformly,purchased the electronic bill system,and connected with the bill platform of Jiangsu Province;the hospital actively deployed servers and hardware and developed and transformed software processes.Results:The electronic bill system of medical charges of the hospital was launched at the end of 2020.Conclusion:The implementation of the electronic bill system solves the problem of delivery of charging bills of people,facilitates patients’self-service query and printing of invoices,and implements the ecological electronic management of the doctor visiting process of patients.
