To improve Tibet’s social security and social governance ability requires a deep understanding of the connotations and patterns of the modernization of the national governance system and governance capability.In the new era,it also needs to carry out the overall national security outlook,find out the patterns of Tibet’s social development,implement the new standards of national governance into Tibet’s practical social development,safeguard Tibet’s social security,promote ethnic unity,boost the construction of rule of law and harmonious Tibet.
