新时代党的治藏方略首次提出"必须坚持生态保护第一"的原则。打造生态文明高地,是党领导西藏进行革命、建设、改革等实践的重要内容,是习近平生态文明思想在西藏的具体遵循,蕴含着"为什么打造""怎样打造""打造什么"的认识论、方法论、价值论相统一的逻辑结构。打造生态文明高地的任务产生于"两个大局"背景下,对建设团结富裕文明和谐美丽的社会主义现代化新西藏具有重要战略价值,旨在通过加强领导力建设、打通"两山"转换通道、加大改革创新、立足强边固边战略、整合多方力量等路径得以实现。

The ecological protection is the basic principle of Party’s strategy of governing of Tibet in the new era.It is one of the important parts of CPC carries out revolution,construction and innovation of Tibet,also an embodiment of Xi Jinping’s thought of ecological civilization.This principle contains the logic thinking of"why to build ecological civilization highland","how to realize it"and"the substance of ecological civilization highland".Ecological civilization highland was put out under the situation of"The Strategy of the Great Rejuvenation of Chinese Nation"and"Great Change Unseen in a Century",has important strategic value for building a united,prosperous,culturally advanced,harmonious and beautiful modern socialist Tibet.By improving the capacity of the leadership of Tibet,balancing environment procreation and social development,strengthening innovation and improving overall conditions of border areas,integrating various sources and forces,the ecological civilization highland could be fulfilled.
