习近平德治观及其在西藏乡村治理场域中的运用

Xi Jinping’s Concept of Rule of Virtue and Its Application in the Field of Tibetan Rural Governance

德治不仅是治国理政的重要方式,更是社会治理的重要手段。党的十八大以来,习近平总书记坚持在依法治国中推进以德治国,形成了具有丰富内涵的德治观体系,其中蕴含的以德治党、德法共治、以德齐家、继承发扬优秀传统文化等治理逻辑为现代乡村治理带来了诸多启发。以习近平德治观指导具体实践,对应构建适用于西藏乡村治理场域的德治路径实施框架,有助于推动实现西藏乡村善治。

The rule of virtue is not only an important way to govern the country,but also an important approach of social governance.Since the 18 th National Congress of the Communist Party of China,Xi Jinping had insisting on advancing governing the country with morality while administering the country according to law,and has formed a ideological system of rule of virtue with rich connotations.Among them,the governance logic of governing the party with virtue,governing the country combined law with virtue and inheriting and developing excellent traditional culture,has brought many inspirations to modern rural governance.Guiding concrete practice with Xi Jinping’s Concept on rule of virtue should correspondingly establish an implementation framework for the path of rule of virtue applicable to the field of rural governance in Tibet and promoting good governance in Tibetan villages.
