The External Drive and Internal Motivation of Administrative Management System Innovation in Free Trade Zones——An Analysis Based on the“Three Layer Impact”Motivation Framework

自贸区行政管理制度创新是国家治理现代化的重要环节。在政治、绩效、竞争、技术和危机五种外在动力基础上引入个人行为层,通过构建行政管理制度创新“三层冲击”动力框架对自贸区进行分析后发现,由社会环境层和组织结构层组成的外在动力在自贸区行政管理制度创新中得到了印证,但个人行为层潜藏着以政治驱动为起端的自利性链式反应风险:政治驱动激活获权认知,绩效驱动强化获权动机,竞争驱动催生获权方式,技术驱动提供获权平台,危机驱动塑造获权标签。由此可折射出外在动力之矛与个人行为之盾的对抗并揭示出政治授权必要性与政治授权双面性的抵触。为此,需追加诱致性创新动因,协调五种创新动力相互配合,把握权力管理和绩效管理两个焦点,强化全过程治理。

The innovation of administrative management systemin Free Trade Zone is a momentous link of modernization of state governance.Based on the five external dynamics of politics,performance,competition,tech nologyand crisis,the individual behavior level can be introduced,and the“threelayers impact”dynamic framework of administrativemanagement system innovation can be constructed to analyze Free Trade Zone.It is found that the external dynamic composed of the social environment layer and the organizational structure layer can explain the innovation of administrative management system in Free Trade Zone.However,the individual behavior level hides the risk of self-interest chain reaction starting from political dynamic:political dynamic activates the power acquisition perception,performance dynamic strengthens the power acquisition motivation,competition dynamic forms the power acquisition way,technology dynamic provides the power acquisition platform and crisis dynamic shapes the power acquisition label.Thisresearch reflects the confrontation between the spear of external dynamic and the shield of individual behavior,and reveals the conflict between the necessity and the doublesided nature of political empowerment.Therefore,it is necessary toadd inducible innovation dynamic and focus on the interaction of the five innovation dynamics.Meanwhile,it is important to grasp the two focal points of power management and performance management,strengthen the whole process governance.
