从“粗放式”到“精细化”:北京市朝阳区城市环境治理机制之创新

Innovation of Urban Environmental Governance Mechanism from “Extensive” to “Refined”:Based on the Survey in Chaoyang District of Beijing

城市环境是人们追求美好生活的空间与物质载体,加强城市环境治理具有重要的现实意义。在我国,粗放式管理在实践中发挥过重要作用,但随着内外部要素的变化与耦合,城市环境治理机制渐次实现了由粗放式管理向精细化治理嬗变。本文以北京市朝阳区环境治理实践进行分析,以"思想(动员)——行动——保障"三个维度呈现精细化治理的基本框架,并从治理价值取向、结构、方式、手段和运行机制五个方面提出具体路径。

Urban environment is the space and material carrier for people to pursue a better life.Therefore,it is of great practical significance to strengthen urban environmental governance.Although extensive management has played a role in practice,with the change and coupling of internal and external factors,the urban environmental governance mechanism gradually changes from extensive management to fine governance.Taking the typical practice of environmental governance in Chaoyang District of Beijing as an example,this paper presents the basic framework of fine governance from three dimensions of"ideology(mobilization)—action—Security",and puts forward specific feasible paths from five entry points of governance value orientation,structure,mode,means and operation mechanism.
