“Ground Stall” VS Urban Grassroots Governance

2020年,原本被认为是城市治理"顽疾"的"地摊"重回大众视野并引发诸多争议。本文认为,"地摊"既不能盲目跟风,一哄而起;也不能因噎废食,一哄而散。要充分考虑自身城市定位,找准城市的公共空间、市民的便利空间和摊贩的生存空间之间的平衡点,努力做好综合防护工作,消除城市基层治理盲点;要完善相关顶层设计,创新城市基层治理方式方法,明确城市基层治理标准;要在城市基层治理精细化方面下功夫,切实提升城市基层治理规范化、科学化、人性化水平,使"地摊"真正成为最美的人间烟火。

In 2020,the"ground stall",which was regarded as a"stubborn disease"of urban governance,will return to the public view and cause many disputes.This paper holds that the"ground stall"can neither blindly follow the trend and rush into a crowd;nor can it give up eating because of choking.We should fully consider our own urban positioning,find the balance between the public space of the city,the convenient space of citizens and the living space of vendors,strive to do a good job of comprehensive protection,eliminate the blind spots of urban grassroots governance;we should improve the relevant top-level design,innovate the methods and methods of urban grassroots governance,and clarify the standards of urban grassroots governance;we should work hard on the refinement of urban grassroots governance To effectively improve the level of standardization,scientificalness and humanization of urban grassroots governance,and make the"ground stall"truly the most beautiful fireworks in the world.
