注意力视角下的政策扩散:选择方向与分配强度——以长江经济带“水十条”为例

Policy Diffusion from the Perspective of Attention:Choice Direction and Distribution Intensity——Take the “Ten Rivers” in the Yangtze River Economic Belt as an Example

水污染防治政策的全面推行是经由中央到地方逐渐扩散的过程,地方政府的模仿和学习是扩散过程的微观行为,导致了政策文本的趋同和变异。注意力为解释这种现象提供了分析视角,其中方向和强度是理解注意力的两个维度。以长江经济带"水十条"文本为例,经研究发现:不同层级和地区的政府注意力选择在方向上能够保持一致,在分配强度上却不尽相同。模仿和学习行为的实质是注意力选择方向和分配强度的差异。由问题过滤衰减机制、资源消耗评价机制和外源唤起机制搭建起了政策扩散的注意力分析框架,共同构成了政策扩散微观过程的政府行为选择逻辑。

The overall implementation of the water pollution prevention and control policy is a process of gradual diffusion from the central government to the local government.The imitation and learning of the local government is the micro behavior of the diffusion process,which leads to the convergence and variation of the policy text.Attention provides an analytical perspective to explain this phenomenon,in which direction and intensity are two dimensions of understanding attention.Taking the Yangtze River economic belt as an example,it is found that the government’s attention choice of different levels and regions can be consistent in direction,but not in distribution intensity.The essence of imitation and learning behavior is the difference of attention selection direction and distribution intensity.The attention analysis framework of policy diffusion is constructed by the mechanism of problem filtering and attenuation,the mechanism of resource consumption evaluation and the mechanism of external arousal.
