“Concept Leading-Connotation Innovation”:Evolution Logic and Deepening Path of Carrying Out the Peaceful China Initiative More Effectively

党的十八大以来,在平安中国建设取得显著成效基础上,党和国家进一步明确了建设更高水平的平安中国的重大战略决策。我国的平安中国建设经历了哪些阶段?遵循了什么演进逻辑?如何更好地推进更高水平的平安中国建设?基于“目标-主体-行动-模式”分析框架,回溯我国从社会治安综合治理到更高水平的平安中国建设历程,分析其发展过程经历了专项治理、试点治理、整体治理与系统治理四个阶段,提出了其遵循“理念引领-内涵创新”的演进逻辑,并从党的领导、制度保障、技术支撑、人才队伍和治理优化五个方面,展望更高水平的平安中国建设的深化路径。

Since the 18th National Congress of the CPC,on the basis of the remarkable achievements made in the building of Peaceful China,the Party and the State have further clarified the major strategic decision of carrying out the Peaceful China initiative more effectively.What are the stages of Peaceful China building?What evolutionary logic does it follow?How to better promote the Peaceful China at higher level?Based on the analysis framework of"goal-subject-action-mode",this paper tracesandanalyzesthe development processstarting from comprehensive governance of social security to a higher levelPeaceful Chinabuilding,and concludes thatthe process has experienced four stages:special governance,pilot governance,overall governance and systematic governance.Then this paper introduces the evolution logic of“Concept Leading-Connotation Innovation”ithasfollowed,and forecaststhe deepening path of the Peaceful Chinabuildingin more effectiveway fromthe five perspectives of Party leadership,institution guarantee,technical support,talent team and governance optimization.
