公共安全治理模式融合转型溯源:2004—2006年浙江台风防御理念与实践

Tracing the Origin of Integrated Transformation of Public Security Governance Model:the Concept and Practice of Typhoon Defense in Zhejiang Province from 2004 to 2006

推动公共安全治理模式向事前预防转型,是党的二十大报告提出的重要理论创新。基于对中国公共安全治理实践模式及发展历史的分析,结合浙江省典型台风防御案例,提出预防理念和实践融合转型范式。2004—2006年浙江省超强台风防御理念和实践,呈现明显的融合转型特征。时任浙江省委书记的习近平同志坚持理论与实践相结合,在指挥处置超强台风方面取得了明显成效。系列台风应对案例进一步表明,理念和实践融合是公共安全治理模式向事前预防成功转型的标志。梳理总结出坚持党的领导、统筹发展和安全、工程和非工程减灾相结合、建立大安全大应急框架,以及构建多主体参与的治理共同体等方面的理念和实践融合转型路径。

Promotingthe transformation of public security governance toward a model of prevention is an important theoretical innovation proposed by the Report of the 20th National Congress of the CPC.Based on the analysis of practice model and development history of China's public security governance,this paper discusses typical typhoon defense cases in Zhejiang Province,and puts forward the transformation paradigm of integrating prevention and practice.The study found that the concept and practice of super typhoon defense in Zhejiang Province from 2004 to 2006 began to show obvious integration characteristics.At that time,Xi Jinping,the then Secretary of the Zhejiang Provincial Party Committee,insisted on the integration of theory and practice,and achieved obvious results in the response to super typhoon,which further showed that the transformation of public security governance toward a model of prevention features the integration of theory and practice as a symbol.Therefore,the paper concludes that the path of integration transformation of public security governance includes adhering to the Party's leadership,adopting a coordinated approach to development and security,combing engineering and non-engineering disaster reduction measures,establishing an overall safety and emergency response framework,and building a governance community with the participation of multiple subjects.
