Legal Regulation of Discipline Evaluation under the Background of Educational Evaluation Reform

摘要 学科评估作为高等教育领域的一项重要活动,在满足高等教育发展需求的同时获得了长足发展,但是评估中存在的一些问题也使其备受诟病,影响了学科评估的健康发展。学科评估作为一种公权力行为,其行使的正当与否关乎参评高校与学科的重要利益。维护高校合法权益,确保评估活动符合国家和社会公共利益,必须对学科评估加以规制,实现学科评估权的合法运行。 As an important activity in the field of higher education,discipline assessment has made great progress while meeting the development needs of higher education.However,some problems in the assessment have also been criticized and have affected the healthy development of discipline assessment.As a kind of public power behavior,the proper exercise of discipline assessment is related to the important interests of participating universities and disciplines.In order to safeguard the legitimate rights and interests of universities and ensure that the evaluation activities conform to the national and social public interests,discipline assessment must be regulated to realize the legal operation of discipline assessment power.
