Political Potential Energy in the Process of the Implementation of Inner-Party Laws and Regulations

政治势能是指公共政策发文的不同位阶所展示出不同强弱的政治信号。政治势能能够转化为具体的治理效能,推动公共政策有效执行。受制于党内法规的软法性质,其执行方式难以由国家强制力来保证。中国共产党主要通过党的临时机构、政治学习和监督检查等机制将党的政治势能转换成治理效能,推进党内法规的执行。政治势能对党内法规执行的影响主要体现在提升执行主体对党内法规的思想认识、净化党内法规执行的政治生态和推动党内法规向国家法律的转化等三个方面。

Political potential energy refers to political signals of different intensity displayed by different levels of public policy issuance.It can be transformed into specific governance potency and promote the effective implementation of public policies.Constrained by the soft law nature of the inner-party laws and regulations,the way that is implemented is difficult to be guaranteed by the coercive force of the state.The CPC mainly uses the party’s temporary institutional system,ritualized political learning and supervision and inspection mechanisms to convert the party’s political potential energy into governance potency and thereby promote the enforcement of laws and regulations.The influence of political potential energy on the execution of laws and regulations is mainly reflected in improving the ideological understanding of the party rules,purifying the political ecology for the enforcement of party rules and promoting the transformation of party rules into national laws.
