Competition, Maintenance and Integration:The Multiple-streams Generation Mechanisms of Formalism

如何有效克服形式主义、官僚主义是国家治理体系和治理能力现代化进程中必须直面的难题。在对形式主义相关概念表述作出充分梳理的基础上,提出一种基于系统内部视角的形式主义概念,以区别于价值判断导向的形式主义理解。基于结构—行动的理论视角,试图建构一种行动者、组织和结构的三维度理论分析框架,以阐明国家治理系统内形式主义的多元流产生机制,包括官员的政绩竞争、多层级体制下的组织互动与基层组织的自主性维持,以及国家治理系统在制度整合和观念整合上蕴含的形式主义风险。

How to overcome formalism effectively is a difficult problem that must be faced in the modernization process of governance system and governance capacity.On the basis of fully combing the relevant expression of formalism,this study proposes a concept of formalism based on the internal perspective of the system,which is different from the understanding of formalism oriented by value judgment.Based on the"structure-action"theoretical perspective,the study trying to construct a theoretical analysis framework of three dimensions which are composed of actor,organization and structure,to clarify the multiple-streams generation mechanism of formalism in the national governance system,including the competition of officials’performance,the organizational interaction under the multi-level system and the maintenance of the autonomy of grass-roots organizations,as well as the risk of formalism generated from the system and concept integration of national governance system.
